Piercing Shot

Piercing shot allows the ranger to skillfully shoot the target with 
a more powerful shot that takes off a percentage of the target's max
hit points.  You must have the archery skill and be wielding a bow 
and holding an arrow to use this skill.  The syntax is: 
piercingshot <target> <direction>
If the ranger has the skill point-blank shot, he can fire at his
opponent by typing: piercingshot <target> or just piercingshot 
if in battle.  Piercing shot takes 200 move to use.
