      Target: A player character or city portal
    
This spell opens a portal that allows any number of characters to move to the
targeted location within the duration.  You can't open a portal to a character
who has summon protection on, nor can you open one to any room that is flagged
as LAWFUL, GODROOM, NO_MAGIC, ARENA, or PRIVATE.  There are city beacons at
SUNDHAVEN, MEADOWDALE, THALOS, LONDONIAN, LOTHIAN and MAZTICA.
