This is an Area Affect spell. If the caster's hp is less than 200, then
the damage is 100+1d100. Otherwise the damage is 100+1d(hp-100).
The classes that get the spell frostbite are:
cleric : Level 42 (good)
priest : Level 32 (excellent)
bard : Level 62 (fair)
druid : Level 25 (excellent)
ranger : Level 50 (good)
