Slow

       Usage: cast 'slow' <target> : cast 111 <target>
        Cost: 40
    Duration: 1/2 hour
Casting Time: 15
      Target: One character or Mob

The slow spell removes a haste effect from the target OR slows the victim
down, slowing his spellcasting and limiting his attacks.
