This is an Area Affect spell.  If the caster's hp is less than 200, then
the damage is 100+1d100.  Otherwise the damage is 100+1d(hp-100).

The classes that get the spell lightning breath are:

magic-user : Level  47 (excellent)
cleric     : Level  95 (very good)
bard       : Level  68 (good)
darknight  : Level  72 (average)
wizard     : Level  41 (excellent)
druid      : Level 100 (excellent)
